Executive League- 2011 Rules

1. There will be 2 games played each scheduled Monday, Wednesday and Thursday nights. The first game will begin promptly at 6:30 pm. The second game will commence 15 minutes after the completion of the 1st game but no later than 8:45 pm. The first game will end at 8:30 p.m. and the second game will end at 10:45 pm., unless the tying or winning run is on base or at the plate, in which case the umpire shall permit the game to continue until that is no longer the case. In the event that the final inning is not played out to full conclusion to the game, and the game is called by the umpire due to curfew, then the score of the game shall revert back to the score at the end of the last completed inning.

2. No player may be designated as an 'offensive only' or 'defensive only' player. All players must play in the field and take a turn at bat in order to participate in any game.

3. A team must field a roster of at least 8 players at game time. Should a team be unable to do so, the team will be deemed to be in default - See rules 8, 9 and 10.

4. The home team is listed 2nd in the schedule. They will occupy the 1st base side of the field and will be responsible for:
- Early game - ensuring that the field is ready for play - bases are put down and lights are turned on. There is a button outside the electrical room that can be pressed to turn on the lights. A timer will turn the lights off automatically at 11:00 pm.
- Late game - putting away the bases and ensuring the washroom is locked shut.

5. Players cannot wear jewelry of any kind. This includes rings, watches, bracelets, earrings, necklaces, etc. Medic Alert Bracelets may be worn but they must be taped so that they will not hang loose. Umpires will warn any offending player once. Failure to remove the jewelry will result in an automatic out and the ejection of the offending player from the game.

6. Each player should have his own batting helmet with proper ear protection. Players must wear a helmet when at bat or as base runners. First and third base coaches are encouraged to wear helmets as well.

7. Players must wear their team jersey when playing in a game. Borrowed player(s) will be allowed to wear their own team jersey when playing for a team other than their own.

8. A team must have at least 8 players at the start of a game in order not to default. Of the eight, seven must be on the team's roster. The team may borrow up to two players to bring the game line-up to nine players. A pitcher cannot be borrowed by a team to pitch if that team has one of their pitchers present to play. The borrowed players must bat at the bottom of the team’s lineup. Teams cannot borrow in playoffs.
9. If one of the scheduled teams is short a player, the opposing team, if they have sufficient players, must lend a player of their choice to the team that is short in order for the game to proceed and no default occurs.

10. A player is allowed to play for teams other than his own no more than 3 times during the season.

11. A team playing with only eight players will incur an automatic out every time a ninth player should have come to bat. This will be administered by the umpires. Coaches cannot agree to do otherwise.

12. All players in a team's line-up must play a minimum of 3 innings in the field during the first 6 innings of a game. The only exception will be for players who sustain an injury during the game.

13. In a defaulted game, the defaulting team will register a loss and have one (1) point deducted from their point total in the standings. The non-defaulting team will record the win with a 7 to 0 score. If a team refuses to take the field of play when instructed to do so by the umpire, that team will be deemed to have forfeited the game and the consequences will be the same as a default. Any team that either defaults or forfeits a total of 2 games during the regular season will not participate in the playoffs.

14. There is no limit as to the number of innings a pitcher can pitch. He may pitch the entire game if his team so desires. Any other player present who would normally pitch must play at least 3 innings in the field at another position.

15. Players must play in more than 50% of the games played by his team during the regular season in order to be eligible for the playoffs. Players who miss games due to injury will have those games deducted from the total number of games his team played when determining eligibility. Every team's scoresheet should be signed by the opposing team's coach and a copy submitted to the league executive weekly. The status of missing players should be noted on the scoresheets as either away or injured. Team reps will be required to monitor this and submit a report at the end of the regular season summarizing players attendance i.e. the number of games played by each player.

16. Pitchers (those designated so by the Executive) must have pitched at least one (1) inning in more than 50% of the games played by his team during the regular season to be eligible to pitch in the playoffs. Games missed due to injury will be treated as stated in Rule 15 above.

17. Bunting is not allowed. Any bunt or attempt to bunt will result in an automatic out. The umpire will call the play dead and baserunners will return to the base(s) they occupied immediately before the dead ball call. Players who square around as if to bunt and then swing away will be called out and immediately ejected from the game.

18. When running from home to 1st base, the batter must run outside the foul line (the fence side) and touch the orange part of the bag. If he does not, he will be called out unless the umpire determines that the batter was interfered with or the batter was forced out of the base path because of the play.

19. There is a commitment line halfway between 3rd base and home plate. Once a baserunner either crosses or touches this line, he must continue home. Any attempt to return to 3rd base will result in an automatic out call.

20. There is a force play at home plate. Baserunners cannot touch home plate. Doing so will result in an automatic out call. There is a line drawn perpendicular to the 3rd base line from the front of the home plate to the fence. The baserunner must either touch or, if crossed, have one foot touch the ground before the fielding player with the ball in his glove or hands touches home plate in order to be called safe at home. When a baserunner has crossed the commitment line, he cannot be tagged out by the fielding team. The fielding player in possession of the ball must touch home plate before the baserunner touches or crosses the perpendicular line with his foot touching the ground in order to record the out.

21. Intentional walk - The defensive team can indicate to the umpire that they want to intentionally walk the current batter. This can be done either when the batter comes to the plate or during the at bat. No further pitches need to be thrown and the batter shall proceed to 1st base.

22. Substitution for baserunners are allowed as follows:
Catchers - if there are 2 outs, you must substitute a baserunner for the catcher.
Other players - A team must designate the players at the beginning of each game for whom there will be a substitute runner. The Executive will monitor this closely to ensure that there is no abuse of this.
The substitute baserunner in all circumstances must be the last out, catchers and others so designated are excepted.

23. Any undue delay of the game caused by the team at bat shall cause the umpire to start calling strikes whether or not there is a batter in the batter's box. This can occur when there is delay in substituting for a baserunner or a batter is not prepared to bat. Any undue delay caused by the team in the field shall cause the umpire to start calling balls.

24. There will be no infield or outfield balls allowed after the 4th inning.

25. The maximum number of runs that a team may score in any one inning is 5. This will apply to the first 5 innings only. The 6th and 7th innings have no maximum number of runs. If it appears that the 5th inning could be the last inning of the game, the umpires will announce it and that 5th inning will not have a maximum number of runs.

26. The use of profanity, any objectionable behavior, and crude gestures will not be tolerated. Any player violating this will be given a warning by the umpire. A player who continues to use profanity etc. will be ejected from the game. A player who directs profanity etc. towards another player or an umpire will be immediately ejected from the game. Continued negative behavior by an ejected player will result in a second ejection by the umpire. Any player deemed to have been ejected twice from a game or who has been ejected from two separate games will be suspended indefinitely.

27. Fighting will result in immediate ejection from the game. The minimum suspension will be for 5 games. Players can incur a lifetime suspension if the Executive and the majority of team reps vote to do so. Such players can appeal this. The Executive will hear the appeal and forward details of this to the team reps. A vote will then be taken to decide on the appeal.

28. A player who has been ejected from a game is automatically suspended from his team's next game.

29. Alcoholic beverages are not permitted at the ball park. Any player found with same will be immediately ejected from the game and the park.

30. Illegal substances of any kind are not permitted at the ball park at any time. Any player found with same will be ejected from the game and the park.
